These appear to be new and unused, though possibly stored for some time as there are some minor scuffs and dust in the soles. They still have the new Converse tag and the soles are in overall excellent condition as far as use goes- probably never used.  The leather has a rough cut around the top, see photos. That is the style these come in and is normal.  The inside tags have been cut or ripped out, as you can see in photos. Other listings of these shoes shown the same thing.
